Housing entitlement certificate
A certificate of eligibility for housing is required if you wish to rent a flat whose construction was subsidised with public funds. The certificate of eligibility is issued on application and on presentation of proof of income (which must not exceed a certain level) of the person seeking accommodation and the members of their household.
Applicants are entitled to apply if they are not only staying temporarily in the area of application of this law and are in a position to establish a long-term residence as the centre of their living relationships and to run an independent household. The receipt of a residence entitlement certificate is dependent on income. Therefore, only households whose total income does not exceed the income limit in accordance with § 9 Para. 2 of the Housing Assistance Act in conjunction with § 1 of the Income Limit Ordinance will be granted a certificate of eligibility for housing.
For the issuing of a WBS for the federal state of Mecklenburg-Vorpommern, the fourth ordinance amending the MV income limit ordinance of 29 June 2022 stipulates that the income limits specified in Section 9 (2) of the Housing Promotion Act may be exceeded by up to 40% (first funding channel) for the promotion of social rental housing. This results in the following income limits for the issue of the housing entitlement certificate valid within Mecklenburg-Vorpommern:
- 1-person household (up to 45 m²): €12,000 + €4,800 = €16,800
- 2-person household (up to 60 m²): €18,000 + €7,200 = €25,200
- plus for each additional person included in the household (+ 15 m²): € 4,100 + € 1,640 = € 5,740
